DCR Workforce Privacy Policy

DCR Workforce respects and protects the privacy of personal information it receives in the course of our business. This policy outlines the information practices for DCR’s online sites, describing the type of information that is gathered and tracked as well as how the information is used, shared or otherwise processed offline. It describes measures taken to protect the confidentiality of our clients, suppliers, partners, contingent workers, employees and corporate assets.

I. Collection of Personal Information

Individuals and companies may choose to directly provide to DCR personal information in a variety of situations. For example, individuals may provide a name and contact information to communicate with DCR, to register for a service, to register for a subscription, or to do business with DCR as a supplier or a business partner. Candidates may also share a description of their education and work experiences in connection with a job opening at DCR for which they wish to be considered. If informed that one does not want us to use provided information to make further contact beyond fulfilling the original request, DCR will respect those wishes.

DCR may also collect information relating to the use of our Web sites and solutions through the use of various technologies. For example, DCR may log certain information that a browser sends us, such as IP address, browser type and language, access time, and referring Web site addresses. DCR may collect information about the pages viewed within our sites and other actions taken while visiting a DCR site. We may also use such technologies to determine whether a recipient opened an e-mail or clicked on a link contained in an e-mail. Collecting information in this manner allows DCR to collect statistics about the usage and effectiveness of our Web sites and Smart Track offerings, personalize the user experience and tailor our interactions with each user.

From time to time, DCR may also collect information that pertains to individuals indirectly through other sources, such as list vendors. When we do so, we ask the vendors to confirm that the information was legally acquired by the third party and that DCR has the right to obtain it from them and use it.

The information that we collect, either directly or indirectly, may be combined to help DCR improve its overall accuracy and completeness and to help us better tailor our business interactions.

II. Usage of Personal Information

DCR provides workforce optimization and management solutions, which include the processing of recruitment, human resources, contingent worker and contractor information for customers and their suppliers of recruiting, staffing and consulting services. In the course of conducting business and serving the needs of our clients, DCR maintains personal information on our internal candidates, employees, clients, suppliers and their contractors, freelancers and corp-to-corp project teams.

a. Fulfilling a Transaction Request

When a callback or specific marketing materials are requested via an online system or telephone message, DCR will use the information provided to fulfill the request. In connection with a transaction, DCR may also contact the requestor as part of our customer satisfaction surveys or for market research purposes.

DCR uses personal information supplied to us solely for legitimate business purposes and to perform information processing services for which we have been contracted by our clients and their staffing suppliers and consultants. DCR uses this personal information for such purposes as generating requisitions, collecting and sorting candidate submissions and business proposals, scheduling of interviews, payroll and benefits processing, evaluation and assessment, recordkeeping, and invoicing and payment.

 

DCR may share with our partners non-personal, aggregate statistical information regarding individuals and their customers, suppliers, sales, traffic patterns and site usage. If non-aggregate information is to be shared with a third-party for legitimate business reasons, DCR will establish a binding agreement that specifies to the third-party that such data may only be processed for limited and specified purposes consistent with the consent provided by the individual and that the recipient will provide the same level of protection as DCR and will notify DCR if it makes a determination that it can no longer meet this obligation. When such a determination is made the third party must cease processing or take other reasonable and appropriate steps to remediate.

b. Personalizing Your Experience with DCR Websites

DCR Workforce collects many kinds of information in order to operate effectively and provide superior solutions to clients and business partners.  DCR collects information when a visitor registers, signs in and uses our sites and services. We also may get information from other companies. We collect this information in a variety of ways, including from web forms, technologies like cookies, web logging and software on your computer or other device. 

We may use the collected information to provide a personalized experience on our Web sites, such as providing content of interest to the user and making navigation on our sites easier.

c. Marketing

The information directly provided to DCR, as well as the information we have collected indirectly, may be used by DCR for marketing purposes. Before we do so, however, we will offer each individual the opportunity to choose whether or not to have personal information used in this way. Individuals may at any time choose not to receive marketing materials from DCR by following the unsubscribe instructions included in each e-mail received, by indicating so when contacted by DCR, or by contacting us directly.

If an individual chooses to “Email This Page” to a friend or colleague, DCR will ask for their name and e-mail address. We will automatically send a one-time e-mail sharing the page indicated, but will not use that information for other purposes.

d. Recruitment

In connection with a job application or inquiry candidates may provide DCR with information such as a resume and summary of prior work experience. We may use this information throughout DCR and with our clients in order to address the inquiry or consider the individual for employment purposes. Unless instructed not to do so, DCR may keep the information for future consideration.

e. The Use of Information in the Social Computing Environment

DCR provides social computing tools on some of its Web sites to enable online sharing and collaboration among members who have registered to use them. These include forums, blogs and other social media platforms. When registering to use these social computing tools, the user may be asked to provide certain personal information. Registration information will be subject to and protected in accordance with this Privacy Policy, except for the information that is automatically made available to other participants as part of the individual’s profile.

Any other content posted, such as pictures, information, opinions, or any other type of personal information that the user makes available to other participants on these social platforms or applications, is not subject to this Privacy Policy. Rather, users should be aware that the content posted on any such social computing platforms may be made broadly available to others inside and outside DCR Workforce.

f. Online Advertising

DCR does not deliver third party online advertisements on our Web sites but we advertise our products and services on others' Web sites. Please familiarize yourself with those Web site operators' or network advertisers' privacy policies to understand their practices relating to advertising, including what type of information they may collect about the user’s Internet usage. Some advertising networks we may use may be members of the Network Advertising Initiative (NAI). Individuals may opt-out of targeted advertising delivered by NAI member ad networks by visiting www.networkadvertising.org

g. Links to Non-DCR Websites

To allow users to interact with other Web sites on which they may have accounts (such as LinkedIn, Facebook and other social media sites) or join communities on such sites, DCR may provide links or embed third-party applications that allow you to login, post content or join communities from our Web sites. DCR may also provide you with general links to non-DCR Web sites.

Use of these links and applications is subject to the third parties’ privacy policies, and the user should become familiar with the third party sites' privacy policies before using the links or applications. DCR is not responsible for the privacy practices or the content of those other Web sites.

III. Protecting the Rights and Property of DCR Workforce and Others

DCR’s messaging systems automatically scan all incoming email [and other] messages, and filter-out messages that appear to be spam. No message filtering system is 100% accurate; occasionally legitimate messages will be filtered-out by DCR’s systems. If you believe this has happened to a message you have sent, please advise the message recipient by another means. DCR encourages senders to reduce the risk of a message being caught by the spam filters by sending the message in plain text (i.e. no HTML), removing any attachments, and ensuring that the messages are scanned for malware before dispatch.

DCR may be required to use or share your information to protect the rights or property of DCR, our business partners, suppliers, clients, or others when we have reasonable grounds to believe that such rights or property have been or could be affected. In addition, we reserve the right to disclose your personal information as required by law and when we believe that disclosure is necessary to protect our rights, or the rights of others, or to comply with a judicial proceeding, court order, or legal process served on our Web sites.

IV. Information Security and Accuracy

We intend to protect and maintain the accuracy of the personal information of others. DCR implements reasonable physical, administrative and technical safeguards to help us protect personal information from unauthorized access, use, disclosure, alteration, loss or destruction. For example, we encrypt certain sensitive personal information when we transmit such information over the Internet.

DCR is subject to the investigatory and enforcement powers of the Federal Trade Commission (FTC) and other government agencies. DCR will share personal information as required by law or regulation, in response to lawful requests by public authorities, or in cooperation with law enforcement investigations, civil or criminal subpoenas, or when required by court orders.

DCR does not sell, trade, rent, transfer or share personal information with third parties, and are thus not liable for any transfers to third parties. Upon request, DCR will disclose the type or identity of third parties to which DCR discloses non-personal, aggregate information, and the purposes for which it does so.

V. Adherence to International Privacy Laws

DCR Workforce is a global organization with business processes, management structures and technical systems that cross borders. As such, we may share information about you within DCR and transfer it to countries in the world where we do business in connection with the uses identified above and in accordance with this Privacy Policy. Our Privacy Policy and our practices are designed to provide a globally consistent level of protection for personal information all over the world. This means that even in countries whose laws provide for less protection for your information, DCR will still handle your information in the manner described here. When requested by clients, sensitive private information is retained solely in the country of origin.

DCR Workforce complies with the EU-U.S. Privacy Shield Framework as set forth by the U.S. Department of Commerce regarding the collection, use, and retention of personal information transferred from the European Union to the United States. DCR Workforce has certified to the Department of Commerce that it adheres to the Privacy Shield Principles. If there is any conflict between the terms in this privacy policy and the Privacy Shield Principles, the Privacy Shield Principles shall govern. In compliance with the Privacy Shield Principles, DCR Workforce commits to resolve complaints about our collection or use of your personal information. Individuals in the European Union with inquiries or complaints regarding our Private Shield policy should first contact DCR Workforce at: abuse@dcrworkforce.com.

If you have an unresolved privacy or data use concern that we have not addressed satisfactorily, please contact our U.S.-based third party dispute resolution provider (free of charge) at https://feedback-form.truste.com/watchdog/request.

Under certain conditions, more fully described on the Privacy Shield website [https://www.privacyshield.gov/article?id=How-to-Submit-a-Complaint], you may invoke binding arbitration when other dispute resolution procedures have been exhausted.

DCR Workforce is responsible for the processing of personal information it receives under the Privacy Shield and subsequently transfers to a third party acting as an agent on its behalf. DCR Workforce shall remain liable if our agent processes such personal information in a manner inconsistent with Privacy Shield Principles, unless DCR Workforce proves that it is not responsible for the event giving rise to the damage.

VI. Information Retention

DCR retains registration information for as long as an account is active or as needed to provide services to the user. Those persons who may have submitted personal information in response to inquiries on our websites, or whose personal information has been provided to DCR by a supplier representing that individual, can exercise their rights to review, correct, amend or delete that information may contact us at abuse@dcrworkforce.com. We will make reasonable efforts to address your request in a timely manner.  In every case, DCR will respond within 45 days of receipt of inquiry. If not satisfied with DCR’s response, individuals may, under certain conditions, invoke binding arbitration.

VII. Policy Enforcement

DCR employees are trained in the implementation of our privacy policy and follow internal procedures to protect and maintain information privacy and integrity. Internal procedures for periodically conducting objective reviews of compliance with our Privacy Policy have been established, and audits are regularly conducted. DCR has also established disciplinary procedures for failure to follow the DCR privacy policy.

VIII. Notification of Changes

We will post a notice for 30 days at the top of this page notifying users when this Privacy Policy is updated or modified in a material way. If we are going to use personal information in a manner different from that stated at the time of collection, individuals will be notified and given a choice as to whether or not we can use the personal information in such a way.

X. P3P

Some browsers require third party cookies to use the P3P protocol to state their privacy practices. However, the P3P protocol was not designed with situations like these in mind.
